Major new review of the PRS

The Evolving Private Rented Sector: its contribution and potential, is a major a new review of the private rented sector by Dr Julie Rugg and David Rhodes at the University of York. The detailed, independent analysis looks at who lives in private rented housing, how their needs are being met, and the impact of policy interventions over the last 10 years. NALS contributed to the report, offering our expertise and sector knowledge.

Findings from the review say that millions of private housing tenants have been failed over the past decade through poor policy-making and a lack of strategy. Its authors suggest the introduction of a ‘Property MOT’ – operating in a similar way to that which exists for cars – in which all properties let for residential purposes would be required to undergo an annual standardised inspection.

Responding to the review’s findings, Isobel Thomson, CEO, NALS said:

“We’re pleased that the review confirms the need for a clear and coherent Government strategy for the PRS. The piecemeal approach to legislation which we have seen to date is not the way to improve the sector as the review underlines.”
